'New California' is creating 'Reorganized California.' This would include most of the state, separating out the densely populated areas of Los Angeles, the Bay area and Sacramento.

"What does it say? The Declaration of Independence? It says that if sense that there is a tyranny and your government has failed you, you have a right and a duty to throw off the tyrant," said Founder and President of New California State Paul Preston.

Preston said he realizes splitting California has been tried unsuccessfully more than 220 times. However, he said that this will follow what West Virginia did during the Civil War.

"What happened in West Virginia was the legislature at the time decided to go and become part of the Confederacy. So they've absented themselves from the government. They left the government alone, there's nobody there. And so who stepped in? Francis Pierpont. He's the one who realized that. He said 'well there's us and we're all Virginians here.' He looked in a room and said 'we're all Virginians,' and I've done the same thing. We've looked at the room and said 'we're all Californians and we can rise above this and we can form a reorganized Virginia government,'" said Preston.

Preston added that New California is active in virtually all 58 counties. He says they chose Shasta County as the place to convene its legislature because there's a lot of support here.

"It's the most populous area in Northern California. This is, this has always been a hub. We've always had a large number of people that are active in the new California state movement. And to me, it's just the natural thing to reach out to the population up here," said Preston.

California measles cases rise to 9, linked to Disneyland, LAX exposure

California public health officials reported on Tuesday, Feb. 3 they found another six confirmed measles cases in the state. That’s on top of the three measles cases that had been reported as of Jan. 26.

The new cases include one from Shasta County.

All nine cases are linked to exposure in Southern California, possibly at Disneyland in Anaheim and at Los Angeles International Airport (LAX), California Department of Public Health officials said.

Besides the person with measles identified in the Redding area on Jan. 31, public health confirmed cases in Los Angeles, Napa and San Mateo counties.

Local and state public health officers are urging residents to check their vaccination status and make sure adults born between 1957 and 1990 had both shots in the two MMR vaccination series.

The warnings come as the U.S. faces its highest measles caseload in more than 30 years, fueled by declining vaccination rates and increased international travel.

Disneyland linked to 2014 measles outbreak

Disneyland was at the center of a previous measles outbreak that lasted from December 2014, to February 2015, the U.S. Centers for Disease Control and Prevention said. California public health confirmed the first case on Jan. 5, 2015 after an 11-year-old unvaccinated child was hospitalized in late December. Measles cases tracked to the theme park caused spread to seven states, Canada and Mexico for a total of 125 cases.

Health officials never identified the person who may have unknowingly exposed Disneyland guests to the disease, the CDC said, but the same measles strain was linked to outbreaks in at least six states and 15 countries. State health officials consider three cases an outbreak.

Measles exposure sites in Shasta County

Shasta County Public Health Officer Dr. James Mu on Tuesday declined to say where the Redding area patient traveled during their visit to Southern California and San Francisco Bay Area. He also declined to say what that patient's vaccination status was.

The local measles case is the first confirmed one in Shasta County since 2019. The person visited these places, Health and Human Services said:

State health officials say people who were at these locations during identified windows may be at risk of developing measles 7–21 days after exposure.

Other measles exposure sites in California

Three measles cases confirmed in Los Angeles County involved individuals who recently traveled.

State health officials also confirmed 25 measles cases in 2025.

SHASTA COUNTY, Calif. — The Shasta County Health and Human Services Agency (HSSA) has identified an additional exposure location while tracking a confirmed case of measles in the county.

According to the agency, the location was an informal, outdoor capture-the-flag event held at Highland Neighborhood Park, 555 Mill Valley Parkway in Redding, on Friday, Jan. 23, from noon to 4 p.m.

This is in addition to the other sites identified by HHSA earlier this week: Osaka Sushi on Jan. 23 from 6:30 to 10 p.m., Cross Point Church during a basketball game on Jan. 24 from 1:45 to 5 p.m., Costco on Jan. 24 from 6:30 to 9 p.m., and Churn Creek Health Care Clinic on Jan. 28 from 1:45 to 5 p.m. At this time, the locations listed above are safe to visit. Public Health does not have concerns about exposures in those places.

If you were at these locations during the times listed, Public Health staff ask you to check whether you have received two doses of the measles vaccine. If you have not, you could be at risk of measles. Check your vaccine records at myvaccinerecord.cdph.ca.gov. If you have been identified as an exposed contact to measles, you may receive a text message or phone call from CDPH area code 279. You can respond to the text message or call the Shasta County Measles Information Line.

The HHSA said the measles patient is in isolation from others to prevent the spread of the highly contagious disease until their infection period is over.

According to the Shasta County Health and Human Services Agency (HHSA), the measles vaccine is typically given as the MMR vaccine, which protects against measles, mumps and rubella, and two doses are needed for strong protection. HHSA says people who receive both doses have less than a 1% chance of contracting measles after exposure. Children usually receive the first dose at 12 months or older and a second dose before kindergarten, or at least one month after the first.

HHSA notes many adults vaccinated before the 1990s may have received only one dose and are encouraged to ask their health care provider whether a second dose is needed. People born before 1957 are generally considered likely to have natural immunity, according to the agency.

Symptoms

The HHSA says measles isn’t just a little rash, symptoms can include: a rash, typically appearing first on the face along the hairline and behind the ears then spreading to the rest of the body, a high fever—may spike to more than 104 Fahrenheit—a cough, runny nose (coryza) and/or red, watery eyes (conjunctivitis). Infected people are usually contagious from about four days before their rash starts to four days afterwards.

Common complications

Common complications of measles include ear infections, which occur in about one in 10 children, and diarrhea, reported in fewer than one in 10 people.

If you show symptoms, public health officials urge you to stay home and avoid public places, including clinics, hospitals, and doctors’ offices, and to call a doctor for guidance to prevent spreading the disease to others.

The first confirmed measles case in a Shasta County resident since April 2019 is under investigation, the Shasta County Health and Human Services Agency’s Public Health Branch announced on Saturday, Jan. 31.

As of Saturday, the patient, who was not identified, was in isolation until their infectious period is over to prevent spread of the disease, which is highly contagious.

HHSA Public Health Branch staff was notifying people who may have been exposed during the patient's eight-day contagious period.

The agency said it was contacting employees and residents who were at the following places that the person visited while being infectious:

Anyone who was at those locations during the times listed, is encouraged to call the Shasta County Measles hotline at 530-638-5580, 8 a.m. to 5 p.m. Monday through Sunday, to speak with public health staff.

Public health asks those who may have been exposed to check whether they have received two doses of the measles vaccine. Those who have not been vaccinated are at risk of the disease, public health officials said.

Check your vaccine status by visiting the California Department of Public Health at myvaccinerecord.cdph.ca.gov/.

"At this time, the locations listed above are safe to visit. Public Health does not have concerns about exposures in those places," Shasta HHSA said in its statement.

Measles activity in Shasta County and California

Shasta County last had measles cases in 2019, when local public health officials confirmed 3 to the state. That was the year of measles outbreaks across the state, resulting in 73 reported cases, according to state public health officials.

Prior to 2019, the county reported one confirmed case in 2014, according to online state data.

California had tracked a total of 3 confirmed measles illnesses as of Jan. 26. The state did not yet have complete figures for 2025. In 2024, there were 15 reported cases and in 2023, 4 cases.
