ANAHEIM, Calif. (KABC) -- The city of Anaheim experienced water pressure issues on Tuesday, impacting busy areas like Disneyland Resort and Angel Stadium.

Mike Lyster with the city of Anaheim said the drop in water pressure began around 6 p.m. He said it impacted City Hall in the central part of the city, five miles east near Angel Stadium and areas near the theme parks and convention center.

City officials said no one was ever completely without water to their knowledge, and at the peak of the issue, some places saw low pressure, with water trickling out of faucets.

The incident impacted the busy Disneyland Resort. One parkgoer documented his experience in a video shared to the Citizen App.

"The restaurants are down, bathroom lines are long. I think the word is getting out there is a water main issue," the witness said.

In a statement, Disneyland Resort said the water pressure issue temporarily impacted operations throughout the resort. "Our teams worked quickly to take care of affected guests, and we appreciate their flexibility," the statement read.

It also impacted Angel Stadium, where a crowd filled the stands for an evening game between the Los Angeles Angels and Houston Astros.

"We were in direct contact with our counterparts at the stadium, as well as the theme parks, hotels, convention center, in addition to many direct contacts with residents," Lyster said.

The city said the issue involved a handful of Anaheim's groundwater wells and technical problems drawing water from them. Approximately 75% of the city's water comes from groundwater wells. The other 25% of the water comes from the Colorado River. They have 14 wells total, and four of them were impacted on Tuesday.

"We were unable to draw from those particular wells. Others were working fine, and we also utilized water from the Colorado River," Lyster said.

The city noted that a similar incident unfolded on Tuesday morning, and crews also supplemented the supply with river water at that time. It was resolved quickly since there is lower water use so early in the morning.

Neighbors spoke to Eyewitness News about the moment they realized something was wrong.

"All my neighbors started texting, asking if we had water, one after another. Everyone was like, 'No. No. No,'" said Anaheim resident Boota Singh.

"At 5:30 this morning we received notice, one of our residents did not have water pressure," said Pablo Castillo.

Castillo said the notifications from neighbors kept coming.

"We actually had a plumber come in because we thought that it was our water system that was having the issue," he said. "I couldn't wash my hands, couldn't take a full shower."

By Tuesday night, officials said pressure at City Hall appeared to be back to 100%.

Everyone who spoke with Eyewitness News by 11 p.m. said their water pressure had been restored.

Still, residents say they wanted better communication from the city and sooner.

"So, what's happening? Can you tell us?" Castillo said.

The investigation into why the four wells were impacted is ongoing. City officials say it could have been technical or mechanical. For now, the four wells will be taken offline, meaning an increase in the water being supplemented from the Colorado River.

The words “Anaheim Angels” now are enshrined in California law.

Whether the baseball team that calls Angel Stadium home reverts to its hometown name remains to be seen. On Thursday, however, Gov. Gavin Newsom signed into law the “Home Run for Anaheim Act,” which elected officials in Orange County consider a significant step in that direction.

The new law, introduced by Assemblyman Avelino Valencia (D-Anaheim), cleared the state legislature without a single vote against it.

The law does not mandate the Angels — playing under a Los Angeles name in Anaheim’s city-owned stadium — revert to the Anaheim Angels name.

For now, in fact, the law does absolutely nothing. On Friday, the Los Angeles Angels play at Angel Stadium.

Instead, the law provides the city with an incentive to dangle before the team. If the Angels — whether under owner Arte Moreno or a future owner — wish to develop the 150-acre Angel Stadium property, state law would prioritize affordable housing within the site.

In an era when team owners covet the profits from development around stadiums and arenas — including places for fans to eat, drink and shop 365 days a year, not just on game days — Anaheim could seek an exemption from the affordable housing law. That wouldn’t rule out housing on the site, but it would give a team more flexibility to build whatever project might be considered most profitable.

If the city obtains the exemption, the new law says, “then any materials, including, but not limited to, a lease, deed of sale, and promotional or marketing materials, shall refer to that team as the Anaheim Angels.”

“The Anaheim Angels are the only team to ever win a World Series in this city,” Anaheim mayor Ashleigh Aitken said. “I want to keep the Angels here and work with their owner to win another one.”

Moreno has twice reached deals with the city to develop the land, only to see both times. In the last deal, he to rename the team the Anaheim Angels.

“We are proud to call Angel Stadium of Anaheim our home,” Angels spokeswoman Marie Garvey said, “and any other comment about the future would be premature.”

Moreno, 80, has shown no public interest in a third negotiation with the city. The Angels’ stadium lease , and the team has options to extend it through 2038.

By year’s end, the city has said it anticipates the release of a , which is expected to show Angel Stadium needs hundreds of millions of dollars in upgrades to remain viable for the long term. The city and team may not agree on who should pay for them, and real estate development around the stadium could be part of the solution for funding a new or renovated stadium.

The city could use the exemption as leverage in discussions with Moreno or a new owner, although leverage could work both ways.

When Anaheim sued the Angels over the 2005 name change, city-commissioned experts testified in court that the Anaheim name was worth hundreds of millions of dollars to the city over the life of the lease. That could compel an owner to ask the city to contribute to the cost of building a new stadium in exchange for the return of the Anaheim name.

An almost vacant large urban site — an aging stadium surrounded by 130 acres of parking lots, sitting between three freeways and a train station — is rare in Southern California and surely would attract development interest among potential bidders for the Angels.

But any new owner would have one more bit of leverage: Once the Angel Stadium lease expires, the owner would be .
